From Policy to Practice: Actionable Recommendations for a Commercial Bioeconomy

The bioeconomy is emerging as a strategic engine for innovation, economic resilience and sustainable growth, yet its full potential remains underutilized due to gaps between scientific progress and commercial adoption.

This report highlights the urgent need to shift from a technology-push mindset toward market-pull frameworks supported by strong regulation, incentives, financing tools and education.

Developed through the World Economic Forum’s Bioeconomy Initiative and its partners, it outlines 14 actionable policy recommendations to help governments translate national strategies into real-world outcomes.

By emphasizing coordinated implementation and sharing global best practices, the framework provides a roadmap for scaling bio-innovation responsibly and effectively. The overarching goal is to strengthen domestic capabilities, accelerate adoption and establish the bioeconomy as a cornerstone of long-term competitiveness.
